Game Dealer Expression of Interest

FRS Co-Op is inviting suitably qualified and experienced game dealers to submit a formal proposal to deliver and manage a national wild game (deer) collection, traceability, and compliance service in partnership with FRS.

This initiative is designed to strengthen standards, transparency, and regulatory compliance across the wild game supply chain, while also creating clear commercial benefits for the appointed operator. Through this partnership, the successful game dealer will gain enhanced access to a greater volume of venison, with improved consistency and quality as a result of better coordination, shorter intervals from the field to the chiller, and better traceability and handling practices across the network.

The appointed operator will be responsible for, but not limited to –

Overseeing an end-to-end system covering hunter management, waste disposal, cold-chain integrity, traceability, and coordination with relevant authorities
Enforcement of eligibility, hygiene, cold chain, and documentation standards
Operation of a mandatory digital app linked to a CRM system to ensure real‑time traceability (hunter → larder → AGHE)
Coordination with DAFM Veterinary Inspectors
Administration support relating to FRS / DAFM incentive eligibility
Provision of audit‑ready records for official controls
Active management of non‑compliance, including escalation and removal procedures

All services must be delivered in accordance with applicable EU food law and relevant FSAI and DAFM guidance on wild game.

We are seeking proposals from operators with demonstrated experience in areas such as:

Wild game or meat supply chains
Food safety and regulatory compliance
Operational delivery in audit-controlled environments
Digital systems supporting traceability and reporting

Proposal Submission Requirements

1. Please provide a concise company profile outlining the nature of your business, its ownership structure, trading history, key personnel, geographic coverage and capacity to support the FRS Co-Op Deer Management programme. The profile should also include relevant experience in wild game handling, venison processing, game collection, lairage, chilled storage, distribution or related food business operations(Required)

2. Please provide evidence that you hold all relevant registrations, approvals and authorisations required to operate as a Game Dealer and food business operator. This should include, where applicable, Department of Agriculture, Food and the Marine registration or approval, Food Business Operator registration, local authority registration and any other regulatory documentation relevant to the handling, transport, storage, processing or onward sale of wild deer carcasses or venison.(Required)

3. Please provide details of staff training and competency, including copies or summaries of relevant certifications held by employees, contractors or nominated personnel. This should include training in food safety, HACCP, hygiene, carcass handling, temperature control, animal by-product requirements, traceability, health and safety and any specific training relevant to wild game or venison handling.

4. Please describe your proposed operational processes from receipt or collection of deer carcasses through to inspection, recording, storage, processing, dispatch and final destination. This description should clearly explain how carcasses will be accepted, checked, identified, segregated where required, temperature controlled, documented and managed in line with food safety, traceability and regulatory requirements.(Required)

5. Please provide details of your vehicle fleet, collection arrangements and temperature control systems, including the number and type of vehicles available, refrigeration capability, temperature monitoring procedures, cleaning and sanitation arrangements, contingency arrangements and capacity to service the geographic requirements of the programme.(Required)

6. Please describe out your digital capability and willingness to use any digital tools, app-based systems or reporting platforms required by FRS Co-Op for the Deer Management programme. This should include your ability to record carcass details, upload documentation, confirm collections, maintain traceability records, report issues and provide timely information to FRS Co-Op or programme partners.(Required)

7. Please provide details of your quality assurance systems and HACCP procedures, including how food safety risks are identified, monitored, controlled and recorded. This should include information on hygiene controls, temperature checks, traceability systems, non-conformance procedures, product recall arrangements, internal audits, pest control, cleaning schedules and any external accreditation or inspection history relevant to their operation.

Additional Information

FRS Co-Op reserves the right to:

Reject any submission that is incomplete, non-compliant, unclear or does not provide the information requested as part of this supplier proposal process.
Request clarifications, additional information or supporting documentation from any supplier where this is required to fully assess the proposal submitted.
Award a contract to a single supplier or to multiple suppliers, depending on the outcome of the evaluation process and the operational requirements of the Deer Management programme.
Disqualify any game dealer who attempts to influence the selection process or contact panel members directly.
